This course is adopted from the module  “Institutional Economics and Agricultural Policy Analysis (AEC_3221)” administered to AGEC Year_3 students by the School of Agriculture and Food Sciences (SASF); Department of Rural Development and Agricultural Economics (RDAE).

 

For the Department of Irrigation and Drainage (I&D) - Year 4 students (School of Agricultural Engineering and Environmental Management (SAEEM) it is offered as “Land and Water Policies (5 Credits)” under the module “Land Management”. Accordingly, the broader aims and objectives of the course remain the same as those underlying “Institutional Economics and Agricultural Policy Analysis (AEC_3221)”. However, special focus is put to topics of specialized significance – including on:

  • Land, water and agricultural mechanization policies & programmes;
  • Irrigation policy; and
  • Irrigation master plan

 

Thus, the course aims:

i)                 To equip students with a general understanding of the concepts of Agricultural Policies – within a broader context of global Institutional Economics – covering the generic notions of Agricultural policy, Policy formulation & policy cycle,  Policy analysis; and pays special attention to  Rwanda’s Agricultural Policy – including her strategic plans for agricultural transformation (SPAT I – IV); and

 

ii)                To introduce students to the existing policies, programmes and strategies relating to their field (s) of specialization, with a view to equipping them with the skills & capabilities to conduct analyses of their situations, implementation and suitability in a diversity of local conditions.
